Up to 200% Investment Incentives to Boost Textile Manufacturing

In a major push to strengthen its industrial diversification strategy, the Government of Chhattisgarh has introduced an attractive incentive framework under its Industrial Development Policy 2024–30. The policy offers incentives of up to 200% of Fixed Capital Investment (FCI) to attract textile and garment manufacturers to the state.

The move is aimed at positioning Chhattisgarh as an emerging textile manufacturing destination by combining financial support, infrastructure readiness and employment-linked benefits. Officials believe the policy could significantly accelerate investments in garment manufacturing and technical textile segments. According to Rajat Kumar, Secretary of the Department of Commerce & Industries, the state is focusing on reducing investor challenges through ready-to-use infrastructure and comprehensive policy support. This includes modern textile parks developed in Nava Raipur, which are designed for rapid project implementation.

Key highlights of the incentive policy include:

  • Incentives up to 200% of Fixed Capital Investment
  • Capital subsidies for textile and garment units
  • Employment-linked financial assistance
  • Electricity duty exemption for 12 years
  • Freight and operational support benefits
  • Training subsidies up to ₹15,000 per employee

The policy demonstrates the state’s intention to move beyond mineral-based industries and build a strong manufacturing ecosystem in labour-intensive sectors.

Textile Parks and Silk Heritage to Drive Growth

As part of the policy framework, Chhattisgarh is investing in integrated textile and garment parks with plug-and-play infrastructure. These industrial zones offer ready facilities such as power supply, water availability, effluent treatment systems and worker housing to support smooth industrial operations.

Major infrastructure and employment features include:

  • Plug-and-play garment parks with 0.3–10 acre plots
  • Common effluent treatment plants
  • Integrated waste management systems
  • Worker accommodation facilities
  • 24×7 operations including women night shifts
  • Strong rail, port and air connectivity

The state is also leveraging its natural strengths, including Tussar silk production and the GI-tagged Champa silk, to promote value-added textile production. Proposed investments from companies such as Swift Merchandise and Punit Creation are expected to generate over 10,000 employment opportunities.

Additionally, the policy provides monthly employment incentives of ₹6,000 for women workers and ₹5,000 for male workers for five years, highlighting a strong focus on inclusive industrial development. This initiative could significantly strengthen India’s textile manufacturing base by developing new production clusters beyond traditional textile states.
